Stationary work in left-turn lane at SR 3 and Belfair Street begins later this week

  • Boring pits: The boring pit at the intersection of SR 3 and SR 300 will be utilized for one more week for the installation of pipes northward. To begin laying the pipes to the south of this location, contractors will begin to excavate a second boring pit in the left-turn lane of SR 3 at Belfair Street. Pipes will be installed using trenchless methods, using a technique called “jack and bore.”  While work occurs overnight, the construction site/boring pit itself may affect drivers turning left at this location for approximately four to six weeks, regardless of time of day.

Upcoming activities – beginning week of March 8

  • Water reclamation facility: Excavation for the basins is nearly complete and contractors will begin framing for the foundation in the next two weeks. 
  • Pump Station 2: The crew excavating the boring pit will move to PS 2 when excavation is complete and will continue clearing and excavation at the site (located in the West parking lot of the Assembly of God Church).
  • Pump Station 3: Clearing for the site and access road to PS 3 are underway. Residents of Clifton Ridge will likely see additional construction traffic during working hours.
  • Nighttime work: The contractor will continue nighttime work with two crews on SR 3 installing the mainline sewer. Hours of nighttime work will be approximately 7 p.m. to 5:30 a.m. During this work, you can expect single-lane closures along SR 3 and flaggers directing traffic. Locations of road closures will move as the contractor completes initial trenching and dewatering, installs pipes, and moves to the next segment of pipe.
  • Side sewer coordination:  You’ve probably seen engineers in the community, conducting a door-to-door survey to gather information for existing on-property utilities to help streamline side sewer connections. They are asking property owners where their existing plumbing exits their building and where current septic tanks/drain fields are located.  Once the survey is completed, we will provide additional information and work directly with property owners on the location of their side sewers, including providing documentation of individual locations of side sewer stubs. 
  • Underground utilities: On an ongoing basis, crews are working to seek out existing underground utility locations to avoid service interruptions.  Please note that unforeseen, temporary utility and/or water interruptions are possible during construction work in existing right of ways.  We will work to notify you of any service issues as soon as we are aware of them.

  • To date, approximately 2,000 feet of pipe have been laid within the SR 3 right of way.
  • Clearing for the site of the new wastewater treatment plant has been completed.
  • You may have noticed that new paving has been completed along SR 3 where work on the conveyance line has been done. Temporary paving has been completed to keep traffic moving and a final grinding of the pavement and inlay will be done at a later date in conjunction with other project areas.

Work begins on water reclamation facility and pump station 2

  • Watch for us in the community!  Engineers have begun conducting a door-to-door survey to gather information for existing on-property utilities to help streamline side sewer connections. This will include asking property owners where their existing plumbing exits their building and where current septic tanks/drain fields are located.  Once the survey is completed, we will provide additional information and work directly with property owners on the location of their side sewers, including providing documentation of individual locations of side sewer stubs.  Visit the side sewers page for more information.

  • Pump Station 2: All utility easements and properties for Pump Station 2 have been acquired. You can expect to see work begin on PS 2 (located in the West parking lot of the Assembly of God Church) this week.
  • Pump Station 3: Clearing for the site and access road to Pump Station 3 are underway.

Construction activities this week

  • Beginning Monday night the prime Contractor has set up for 2 crews on Hwy 3 installing the mainline sewer.  One crew will begin work near Clifton Street and progress north while the other will keep working on Hwy 3 near Belfair Street. Hours of nighttime work will be approximately 7 p.m. to 5:30 a.m. During this work, you can expect single-lane closures along SR 3 and flaggers directing traffic. Locations of road closures will move as the contractor completes initial trenching and dewatering, installs pipes, and moves to the next segment of pipe.
  • Survey work will continue in preparation for construction at the wastewater reclamation facility site east of Belfair.
  • Crews will continue working on the boring pit at the intersection of SR 3 and SR 300 in preparation for installing pipes northward from the boring pit. Night work begins in Belfair this week

Constuction activities:

  • Nighttime roadwork will commence tonight. Hours will be approximately 7 p.m. to 5:30 a.m. When this work begins, you can expect single-lane closures along SR 3 and flaggers will direct traffic. Locations of road closures will move as the contractor completes initial trenching and dewatering, installs pipes, and moves to the next segment of pipe. Two crews will be actively working along SR 3, one heading north, another heading south.
  • A culvert replacement will occur in the vicinity of Mitchell Lumber in the next week.
  • Survey work is beginning in preparation for construction at the wastewater reclamation facility site east of Belfair.

Recent project progress

  • Along SR 3, preventative environmental systems are being tested and installed in certain areas to prevent soil and water runoff. These include silt fencing, and “straw waddles.” Straw waddles are made of compressed straw, placed along the edge of construction sites to filter stormwater and trap sediment. This is an environmental best management practice used to protect groundwater near construction sites. Initial “dewatering” to test the water table levels is also underway.
  • A boring pit has been excavated at the intersection of SR 3 and SR 300. From this launching point, pipes will be installed using trenchless methods, using a technique called jack and bore (moving northward along SR 3). The contractor will likely use the pit for approximately four to six weeks.
  • At the water reclamation facility (treatment plant) site east of SR 3, clearing the site of all brush and trees is nearing completion, stormwater controls are being installed, and Boss Construction is mobilizing for excavation of the site.

We’re under construction!

You may have seen, or will begin to see, construction equipment and contractors around Belfair as Ceccanti, Inc. begins active work on the conveyance line system (pipes and pump stations) and Boss Construction turns the dirt on the new wastewater treatment plant east of Belfair. In its entirety, construction of this project is expected to be approximately 18 months in duration.

First Dirt Turned on New Belfair Wastewater Project

More than 75 attendees gathered Monday, October 12 to celebrate the groundbreaking of the new Belfair Wastewater and Water Reclamation Facilities at the future site of Pump Station #2, behind the Belfair Assembly of God Church. Mason County Commissioners Ross Gallagher, Lynda Ring Erickson and Tim Sheldon convened the festivities, and were joined by project supporters U.S. Congressman Norm Dicks, State Representative Kathy Haigh, Puget Sound Partnership Executive Director David Dicks, Washington State Department of Ecology Water Quality Program’s Greg Zentner, and North Mason Chamber of Commerce Chairman of the Board Mike Boyle. These representatives spoke about the project, then together ceremonially turned the first dirt on a project that has been many years in the making.

Looking Ahead

The ceremonial groundbreaking kicks off approximately 18 months of construction. We are looking forward to working with the Belfair community to construct the new water reclamation system. As information becomes available related to contractor schedules, we’ll be keeping people informed. Property owners required to connect to the system can anticipate additional detail about the location of their side sewer stubs (at property lines) coming their way in the coming weeks.

Open House

Over 60 people attended the project open house on June 4, 2009. Thanks to everyone who attended! Attendees learned about updated funding and cost information, the latest design details, hookup logistics, financing and construction information. Miss the meeting? Recently, Mason County Commissioners obtained stimulus funding from the Washington State Department of Ecology for the Belfair Wastewater and Water Reclamation Facilities Project. This brings the total funding to date to $36.8 million.
