Upcoming activities - beginning week of August 30

*There will be no work Sept. 3-6, 2010 in anticipation of Labor Day Holiday traffic.

  • Night work on SR 3 continues (7:30 p.m. – 5 a.m.): Crews will continue working on laying the main conveyance pipes and side sewer connections from Romance Hill Road and south on SR 3 this week. SR 3 will be reduced to one lane at night, and flaggers will continue to direct drivers around the work area. Work on the conveyance line is taking longer than expected.  In an effort to keep work on SR 3 moving and minimize traffic impacts, additional crews will be working on SR 3 to begin laying the side sewer stubs. Safety is our priority during construction, and we appreciate your cooperation in following the direction of the traffic control team. Thank you for your continued patience as we complete work in this difficult area in the most efficient manner possible.
  • Work on SR 300/Old Belfair Highway: Work has been completed at the 4-way stop but side sewers still need to be laid on SR 300. In an effort to accelerate work on SR 3, these crews have been moved to SR 3. SR 300 will remain open to traffic this week and crews will return to SR 300 at a later date.
  • Work at the bore pit near the Sherriff’s Annex: Crews will be working at the bore pit near the Sherriff’s Annex along SR 3 again this week.
  • Water reclamation facility: Crews continue to work on framing and pouring for slabs at the operations building and the treatment plant. Work continues in the vicinity of the railroad tracks in preparation for the connection of the conveyance line to the wastewater treatment facility.
  • Pump Stations: Work on Pump Station 3 will continue this week preparing for the anticipated concrete pour. There will be additional truck traffic in this area (around Romance Hill) but roads will remain open. Crews continue to wet down dirt piles in an effort to reduce the amount of dust in the area during this work.

SR 3 will be reduced to one-lane at night, and flaggers will continue to direct drivers around the work area. Thank you for your continued patience as we complete work in this difficult area. The mainline work on SR 3 is expected to be completed by September 3. After that, we will begin laying side sewer connections (pipes that run to each property), which should decrease the amount of road blocked on SR 3 and reduce the impact on traffic.   • Night and day work on SR 300/Old Belfair Highway: Work continues this week at the intersection of SR 300, Old Belfair Highway and Clifton Road (in front of QFC) while crews finish laying the conveyance lines and install side sewer stubs. Look for lane closures in the vicinity of the 4-way stop while this work is completed. There is a possibility that there are additional contaminated soils in this area. In the event these are found, soils would be excavated and shipped to a contaminated soils site. 
  • Work at the bore pit near the Sherriff’s Annex: Crews will be working at the bore pit near the Sherriff’s Annex along SR 3 again this week. 
  • Water reclamation facility: A large concrete pour was completed last week at the reclamation facility; crews will work on framing and pouring for the slab at the operations building next. Additional work to lay pipes beneath the railroad tracks is occurring to prepare for the connection of the conveyance line to wastewater treatment facility.
  • Pump Stations: Work on Pump Station 3 will continue this week preparing for a concrete pour on Thursday. There will be additional truck traffic in this area (around Romance Hill) but roads will remain open.

  • Pump Stations: Work on Pump Station 3 will continue this week with building wall forms preparing for a concrete pour. There will be additional truck traffic in this area (around Romance Hill) but roads will remain open.

Crews will not be working during the weekend of August 13-15, and construction areas around SR 300/Old Belfair Highway have been cleaned up for the festival. Work will resume as normal on Monday, August 16 following the weekend activities.

Night work on SR 3

Thank you for your patience as crews work to complete the sewer main work on SR 3!  The contractor is working as fast as they can to complete work in this difficult area. We apologize for the delays and are working hard to keep people moving during the evening and night work. Crews expect to be done with the majority of the work on SR 3 by September 3, so please bear with us these last few weeks. Upcoming activities - beginning week of August 9

  • Work on SR 3 at night (7:30 p.m. – 5 a.m.): SR 3 will have one lane open to traffic, and flaggers will be directing drivers around the project area. We know that construction on SR 3 is difficult for drivers given the already limited capacity of the road, and can cause some backups. Currently the project is working on laying the main conveyance line pipes between Romance Hill Road and the elementary school, which requires an “open trench” method and a larger area of the road to be blocked at a time.  This mainline work on SR 3 is expected to be completed by September 3. At that time, we will begin laying side sewer connections (pipes that run to each property), which should decrease the amount of road blocked at any given time and release the pressure on traffic.  Safety is our number one priority during construction and we appreciate your cooperation in following the direction of the traffic control team.
  • Work on SR 300/Old Belfair Highway: Night work will also continue at the intersection of SR 300, Old Belfair Highway and Clifton Road (in front of QFC) to lay the conveyance lines and install side sewer stubs. This work will tie together previous work on SR 300 west to the Union River and Old Belfair Highway. There is a possibility that there are additional contaminated soils in this area; in the event these are found, soils would be excavated and shipped to a contaminated soils site. Look for lane closures in the vicinity of the 4-way stop while this work is completed.
  • Water reclamation facility: Work continues on framing and pouring walls at the reclamation facility.  Additional work to lay pipes beneath the railroad tracks is occurring this week to be prepared to connect the conveyance line to wastewater treatment facility.
  • Pump Stations: Work on Pump Station 3 will continue this week.  Crews are tying rebar and building wall forms preparing for a concrete pour. There will be additional truck traffic in this area (around Romance Hill) but roads will remain open.

  • Work on SR 3 at night: Open trench work continues to be a priority on SR 3 this week starting at Romance Hill Road and moving south. SR 3 will have one lane open to traffic, and flaggers will be directing drivers around the project area. Work will be performed at night (7:30 p.m. – 5 a.m.).
  • Work on SR 300: Night work will also continue on the north end of SR 300 (in front of QFC) to lay the conveyance lines and install side sewer stubs. This work will tie together previous work on SR 300 west to the Union River. There is a possibility that there are additional contaminated soils in this area and these will be excavated and shipped to a contaminated soils site. One lane will be close to traffic while this work is being done.
  • Work on Belfair Street: Excavation of the contaminated soils is complete. Crews will return to Belfair Street to lay pipes at a later time.
  • Water reclamation facility: Work continues on framing and pouring walls at the reclamation facility.  Excavation of the diversion pond is complete.  Pipes will be pushed through under the RR tracks this to be prepared for connecting the conveyance line to wastewater treatment facility.
  • Pump Stations: Work on Pump Station 3 will begin next week (August 9). There will be additional truck traffic in this area but roads will remain open.

Upcoming activities - beginning week of July 26

  • Work on SR 3 at night: Open trench work continues to be a priority on SR 3 this week starting at Pump Station 1 (across from the thrift store) and moving south. SR 3 will have one lane open to traffic, and flaggers will be directing drivers around the project area. Work will be performed at night (7:30 p.m. – 5 a.m.).
  • Paving work on SR 3: WSDOT’s contractor is completing striping of the repaved section of SR 3 at night. For more information or questions about this project, please contact Jerry Moore at moorejd@wsdot.wa.gov or 360-565-0620.
  • Contaminated soils on SR 300: Contaminated soils found on SR 300 have been addressed and SR 300 is completely open to traffic. Work will continue on the north end of this road (in front of QFC) to lay the conveyance lines and install side sewer stubs.
  • Work on Belfair Street: Night crews are expected to be working on Belfair Street to excavate contaminated soils and lay conveyance pipes and install side sewer stubs. The road will remain open for local traffic but drivers are asked to use caution around the construction site and follow directions from flaggers.
  • Water reclamation facility: Work continues on framing and pouring walls at the reclamation facility.  Excavation of the diversion pond is complete.  The diversion pond is used to hold effluent that does not meet permit standards until it can be run through the plant.
  • Pump Stations: Work on Pump Stations 2 and 3 will begin next week (August 2). There will be additional truck traffic at both sites but roads will remain open.

Property owners required to connect to the system have been sent a letter, map and side sewer confirmation form.  This is part of the work we have been doing to gather information about properties’ existing utilities to help streamline side sewer connections. 

Please make sure you complete your side sewer form and mail it to the county or drop it off at the Vehicle and Vessel Licensing Office (23910 NE State Route 3, Belfair, across from the North Mason Chamber) before July 30, 2010.

Upcoming activities - beginning week of June 28

  • Cleanup work on SR 300: The project team is almost finished addressing the contaminated soils found on SR 300. Crews will continue to excavate the soils and truck them to a contaminated soils site in addition to testing and potentially treating some soils onsite. Your safety is our priority. The crew and inspectors working with the soils have completed a hazardous materials training; please use extreme caution around the site and follow detour signage to respect nearby businesses and keep everyone safe.
  • Road closure: To complete the above soils work, SR 300 (near SR 3 between SR 3 and Clifton Lane) will be closed June 28 – July 1. Work was delayed slightly due to hitting an unmarked water utility line and vandalism of the water filter.  Both issues have been resolved and work will continue as planned on Monday, June 28.
    • The road will remain open over the weekend (July 2 – 5) to accommodate July 4th traffic.
    • The work must be done during normal working hours because of the special handling requirements of the contaminated soils. It is our intent to move through the closure zone as quickly as possible and accommodate the concerns of the businesses along this route as best we can, including working overtime if there is a reasonable effect on shortening the length of closure.
    • The project team plans to complete the mainline, side sewers, and paving before moving off of the contaminated site on SR 300. 
  • Work on Belfair Street: Excavation of the contaminated soils will occur on Belfair Street when work on SR 300 is complete.

Upcoming activities - beginning week of June 14

  • Night work on SR 300: Night work will begin on SR 300 (between Clifton Lane and the Union River) this week. Crews will have one lane closed and flaggers directing traffic. This directional drilling work to lay the main lines will not be visible but equipment will be staged along SR 300. Night work will occur between 7 p.m. and 5 a.m.
  • Cleanup work on SR 300: The project team continues to address the contaminated soils found onsite in May. This week, crews will be excavating the soils and trucking them to a contaminated soils site. Your safety is our priority. The crew and inspectors working with the soils have completed a hazardous materials training; please use extreme caution around the site and follow signage and cones blocking the contaminated areas. Following excavation, crews will lay the main lines and side sewers before moving to another area.

Cleanup continues on SR 300

  • Cleanup work on SR 300: The project team continues to address the contaminated soils found onsite in May. As excavations have progressed, environmental consultants have discovered higher levels of contaminate than initially detected. This dictates a higher level of worker safety and awareness and the crew and inspectors will complete a hazardous materials training before continuing excavation.  Your safety is our priority; please use extreme caution around the site and follow signage and cones blocking the contaminated areas.
  • Road closure: To complete the above soils work, SR 300 near SR 3 between SR 3 and Clifton Lane, will be closed between June 14 and 24.
    • Every effort will be made to reopen this section of road June 18-20.
    • SR 300 to the North Shore will not be closed for this work.
    • The work must be done during normal working hours because of the special handling requirements of the contaminated soils. It is our intent to move through the closure zone as quickly as possible and accommodate the concerns of the businesses along this route as best we can including working overtime if there is a reasonable effect on shortening the length of closure.
    • The project team plans to complete the mainline, side sewers, and paving before moving off of the contaminated site on SR 300. 
  • Night work continues on SR 3 between Theler Center and Highway 106: Night work will continue this week between 7 p.m. and 5 a.m. Crews will have one lane closed and flaggers directing traffic in this area. Most of the work will not be visible but equipment will be staged along SR 3. Crews are working on the low pressure sewer mainline and will complete installation of side sewers before moving to another project area.
  • Work on Belfair Street: Crews are also investigating soils on Belfair Street and cleanup of will occur there when SR 300 is complete.
  • Boring pits: Crews continue work in the boring pit located along SR 3 in front of the Sherriff’s Annex to lay pipes to the north.  In addition, the boring contractor will be working east of Belfair to bore under the railroad tracks.
  • Water reclamation facility: Work continues as planned on the diversion pond and the stormwater system for the WRF. Structural steel is also being placed in the building for the MBR reactors.
  • General Best Practices: We are continuing to work with Ceccanti, Inc. to ensure that appropriate best practices related to hauling, stormwater and storage of equipment are followed.

Upcoming activities - beginning week of June 1

No work will be done during the weekend of May 28-31, in recognition of the high levels of traffic in Belfair on holiday weekends.

  • Work on SR 300: The project team continues to work with their environmental consultant and the Department of Ecology to design a mitigation plan for the contamination found on SR 300 between SR 3 and Clifton Lane. The soils are being tested and will be excavated and shipped to facilities in eastern Washington or Oregon depending on the level of contamination.  A hazardous waste specialist will be on site throughout the process. This work is not expected to cause a significant delay in the project timeline as crews working in this area have been reassigned to other project areas.
  • Road closure: To complete the above soils work, SR 300 between SR 3 and Clifton Lane will be closed for the following dates:
    • June 1 - 13, 2010 road closed
    • June 14 - 16 road closed for night work, 7 p.m. - 5 a.m.
    • SR 300 to the North Shore will not be closed for this work
    • The initial work must be done during normal working hours because of the special handling requirements of the contaminated soils. It is our intent to move through the closure zone as quickly as possible and accommodate the concerns of the businesses along this route as best we can including working overtime if there is a reasonable effect on shortening the length of closure.
    • There are still unknowns that can affect this schedule such as the size of the plume of contamination, the concentration levels of petroleum product in the soils and groundwater, and the amount of groundwater encountered.  
  • Night work continues on SR 3 between Theler Center and Highway 106: On June 1, contractors will resume directional drilling on SR 3, working at night between 7 p.m. to 5 a.m. Crews will have one lane closed and flaggers directing traffic in this area. Most of the work will not be visible but equipment will be staged along SR 3.
  • Side Sewer Coordination: UPCOMING MEETING - There will be a presentation at the upcoming 5th Tuesday Belfair Commissioners meeting on June 29, 2010 to discuss next steps for side sewers, including policies related to hook ups, additional information about rates and ERU calculations. If you have specific question on the side sewer location on your property, please call the project hotline.
  • Work on Belfair Street: Crews are also investigating soils on Belfair Street and the mitigation plan will include a plan for the soils in this area.

Night work to be done on SR 3 between Theler Center and Highway 106

  • Beginning Monday, May 24, contractors will begin directional drilling on SR 3.  Crews will have one lane closed and flaggers directing traffic in this area.
  • Work will be night work and one lane will be closed from the hours of 7 p.m. to 5 a.m.
  • Directional drilling is a method of installing the pipes underground without digging a trench. Crews drill horizontally from one opening to the next (up to 500 feet apart!). 
  • Most of the work will not be visible but equipment will be staged along SR 3.

Upcoming activities – beginning week of May 24

  • Work on SR 300: Work on SR 300 between SR 3 and Clifton Lane has been delayed due to contaminated soils found while excavating the receiving pit in SR 300.  Crews were aware that this was a possibility and per the project health and safety plan, work has stopped and an environmental consultant and the Department of Ecology have been alerted. The team has already sampled soils and will begin designing a mitigation plan immediately. SR 300 will remain open and the earliest it would be closed again is Tuesday, June 1, 2010.
  • Work on Belfair Street: Crews have stopped work on Belfair Street to investigate contaminated soils.  Equipment will still be visible and work may resume as early as May 24.  When work does resume, crews will be laying conveyance line pipes and side sewer stubs.
  • Boring pits: Crews continue work in the boring pit located along SR 3 in front of the Sherriff’s Annex to lay pipes to the north.
  • Pump Station 2: Activity will continue this week at PS 2, located in the west parking lot of the Assembly of God Church. Nearby residents and businesses are asked to be aware of the workers and equipment, as well as have an increased sense of caution around the area.
  • Pump Station 3: Crews continue to form the base for the wet well at PS 3 this week. Residents of Clifton Ridge will continue to see additional construction traffic during working hours.
  • Water reclamation facility: Crews poured one wall last week and will pour the remaining wall of the basin this week, pending good weather conditions.  Work also continues on the diversion pond and the stormwater system for the building.

SR 300 open to traffic, crews to work on Belfair Street

Anticipated road closures on SR 300 have been delayed due to complications while excavating the receiving pit in SR 300.  Contractors working in the area on May 17, 2010 found soils contaminated with petroleum.  Crews were aware that this was a possibility and geotechnical engineers and the Department of Ecology have been alerted and will begin designing a mitigation plan immediately. 

 

The extent of contamination is not currently known, and during investigation crews will move to Belfair Street to begin laying conveyance line pipes. Belfair Street will be closed to through traffic but residents will have access to their homes. Work on Belfair Street will continue for approximately two weeks. SR 300 will remain open and the earliest it would be closed again is Tuesday, June 1, 2010.

Upcoming activities – beginning week of May 17

  • Boring pits: Crews continue work in the boring pit located along SR 3 in front of the Sherriff’s Annex to lay pipes to the west. Crews are set to make contact with the receiving pit on SR 300 on Monday, and will feed the conveyance line pipes through. SR 300 will be closed Monday-Thursday this week between SR 3 and Clifton Lane for this work (see above for closure details).

  • Conveyance line work: Daytime road restoration continues on Roy Boad Road and Old Belfair Highway. Pending good weather conditions, crews may replace the overlay on Old Belfair Highway this week. Drivers can anticipate periodic short delays and heavy truck traffic on these roads. Flaggers will continue to direct traffic around the work areas. Once contact has been made with the receiving pit on SR 300, crews will use an open cut method to continue to lay conveyance lines on SR 300 between SR 3 and Clifton Lane.

Upcoming SR 300 temporary road closures

  • Temporary road closures on SR 300 between SR 3 and Clifton Road from May 17 - May 27, 2010. 24-hour closures from March 17 – 20; work following anticipated to be night closures only. The road will reopen on the weekends.
  • SR 300 will only be closed from SR 3 through the Shell Station. See map.
  • Clifton Lane, Belfair Street, Old Belfair Highway, and the 4-way stop will remain open during this work. Access to businesses will be maintained during the closure.
  • Contractors are connecting pipes from the bore pit in front of the Sherriff’s Annex to a receiving pit on SR 300. We anticipate that this work will be completed in two weeks. In the event that work continues after May 27, the road will be open on May 28 – 31 to accommodate Memorial Day traffic.

  • Boring pits: Crews continue work in the boring pit located along SR 3 in front of the Sherriff’s Annex to lay pipes to the west. A receiving pit on SR 300 will be excavated this week. Once crews make contact with the receiving pit (anticipated Monday), SR 300 will be closed between SR 3 and Clifton Road. This receiving pit, as well as the pit in SR 3, will be open during the night and should be covered during the day. Work in this area is expected to continue for approximately two to three weeks.  
  • Conveyance line work: Daytime conveyance line work continues on Roy Boad Road, and road restoration continues on Clifton Road and Old Belfair Highway. Drivers can anticipate periodic short delays and heavy truck traffic on these roads. Flaggers will continue to direct traffic around the work areas. Work in this area is expected to continue for approximately another two to three weeks.
  • Pump Station 2: Activity will continue this week at PS 2. Nearby residents and businesses will see heavy truck traffic in the area and are asked to be aware of the workers and equipment, as well as have an increased sense of caution around the area. PS 2 is located in the west parking lot of the Assembly of God Church. 
  • Water reclamation facility: Crews poured the west wall and part of the south wall of the anoxic basin last week and, pending good weather conditions, will pour the north and east walls next week.  The south wall will remain unfinished to connect to the treatment plant facility building. Work will start this week on the diversion pond and crews continue to work on the stormwater system for the building.
  • Pump Station 3: Excavation is complete at Pump Station 3 and crews will be forming the base for the wet well this week. Residents of Clifton Ridge will continue to see additional construction traffic during working hours.
  • Paving: If weather conditions are suitable, paving will occur on Roy Boad Road this week. Where possible, the project team is working with other utilities to complete work while the road is open and before completing paving.

Work to begin on SR 300, road closures will occur

Receiving pits should be covered during the day and we do not expect lane closures during the day. The contractor is using trenchless method, a technique called “jack and bore.” This work is expected to continue for approximately three to four weeks.  
  • Conveyance line work (day work): Daytime conveyance line work continues on Roy Boad Road and Clifton Road, and road restoration continues on Old Belfair Highway. Drivers can anticipate periodic, short delays and heavy truck traffic on these roads. Flaggers will continue to direct traffic around the work areas; work in this area is expected to continue for approximately another two to three weeks.

  • Water reclamation facility: Contractors continue to wait for good weather conditions to pour the concrete walls for the basins. We expect this to happen this week. In addition, the team is working to set building footings and continues to lay underground drainage, conduit and man holes at the site.

Upcoming activities – beginning week of April 19

  • Water quality: There have been some questions about water quality during trench dewatering activities. The Belfair Wastewater and Water Reclamation Facilities project is using best management practices and is committed to water quality on the Hood Canal and in the Belfair area. The project team continues to work to eliminate any and all turbid water discharge by pumping water into tank trucks for removal when dewatering is necessary.
  • Paving: Crews were not able to pave last week due to weather but expect to lay permanent pavement in areas of SR 3 and Clifton Road in the next week. Completion of this work is dependent on temperatures being above 50 degrees, there being minimal wind and no rain or snow. Paving work will be completed at night and will include brief lane closures.
  • Conveyance line work: Daytime conveyance line work continues on Roy Boad Road. Work on Old Belfair Highway and Clifton Road will be done at night in an effort to be sensitive to high levels of business traffic in that area. The contractor will begin laying the pipes to the south of this location, using trenchless methods, using a technique called “jack and bore.”  While work occurs overnight, the construction site/boring pit itself may affect drivers turning left at this location for approximately four to six weeks, regardless of time of day.
  • Water reclamation facility: The floor has been poured at the WRF and contractors have begun installing rebar so that the walls can be poured in the next week. 
  • Pump Station 3: Clearing for the site and access road to PS 3 continues. Residents of Clifton Ridge will likely see additional construction traffic during working hours.

To begin laying the pipes to the south of this location, contractors will begin to excavate a second boring pit in the left-turn lane of SR 3 at Belfair Street.   • Pump Station 3: Construction of the access road to PS 3 is underway. Residents of Clifton Ridge will likely see additional construction traffic during working hours.
  • Nighttime work: The contractor should be completing work to the north on SR 3 this week, having laid pipe to the north end of the project (at the McDonalds).  The contractor will continue nighttime work at the lower end of Clifton Rd and Roy Boad Road. Hours of nighttime work will be approximately 7 p.m. to 5:30 a.m. During this work, you can expect single-lane closures along SR 3 and flaggers directing traffic. We are anticipating the closer of Roy Boad Road, pending commissioner approval, beginning the week of March 22. The road will stay open to local traffic.
  • Side sewer coordination:  You’ve probably seen engineers in the community, conducting a door-to-door survey to gather information for existing on-property utilities to help streamline side sewer connections. They are asking property owners where their existing plumbing exits their building and where current septic tanks/drain fields are located.  Once the survey is completed, we will provide additional information and work directly with property owners on the location of their side sewers, including providing documentation of individual locations of side sewer stubs. 
  • Underground utilities: On an ongoing basis, crews are working to seek out existing underground utility locations to avoid service interruptions.  Please note that unforeseen, temporary utility and/or water interruptions are possible during construction work in existing right of ways.  We will work to notify you of any service issues as soon as we are aware of them.

  • You may have noticed that new paving has been completed along SR 3 where work on the conveyance line has been done. Temporary paving has been completed to keep traffic moving and a final grinding of the pavement and inlay will be done at a later date in conjunction with other project areas.

Stationary work in left-turn lane at SR 3 and Belfair Street begins later this week

  • Boring pits: The boring pit at the intersection of SR 3 and SR 300 will be utilized for one more week for the installation of pipes northward. To begin laying the pipes to the south of this location, contractors will begin to excavate a second boring pit in the left-turn lane of SR 3 at Belfair Street. Pipes will be installed using trenchless methods, using a technique called “jack and bore.”  While work occurs overnight, the construction site/boring pit itself may affect drivers turning left at this location for approximately four to six weeks, regardless of time of day.

Upcoming activities – beginning week of March 8

  • Water reclamation facility: Excavation for the basins is nearly complete and contractors will begin framing for the foundation in the next two weeks. 
  • Pump Station 2: The crew excavating the boring pit will move to PS 2 when excavation is complete and will continue clearing and excavation at the site (located in the West parking lot of the Assembly of God Church).

Work begins on water reclamation facility and pump station 2

Construction activities this week

  • Beginning Monday night the prime Contractor has set up for 2 crews on Hwy 3 installing the mainline sewer.  One crew will begin work near Clifton Street and progress north while the other will keep working on Hwy 3 near Belfair Street. Hours of nighttime work will be approximately 7 p.m. to 5:30 a.m. During this work, you can expect single-lane closures along SR 3 and flaggers directing traffic. Locations of road closures will move as the contractor completes initial trenching and dewatering, installs pipes, and moves to the next segment of pipe.
  • Survey work will continue in preparation for construction at the wastewater reclamation facility site east of Belfair.
  • Crews will continue working on the boring pit at the intersection of SR 3 and SR 300 in preparation for installing pipes northward from the boring pit. Pipes will be installed using trenchless methods, using a technique called jack and bore. The pit has been used for approximately two weeks, with a total duration of use of four to six weeks.

  • Nighttime roadwork will commence tonight. Hours will be approximately 7 p.m. to 5:30 a.m. When this work begins, you can expect single-lane closures along SR 3 and flaggers will direct traffic. Locations of road closures will move as the contractor completes initial trenching and dewatering, installs pipes, and moves to the next segment of pipe. Two crews will be actively working along SR 3, one heading north, another heading south.

Recent project progress

  • Along SR 3, preventative environmental systems are being tested and installed in certain areas to prevent soil and water runoff. These include silt fencing, and “straw waddles.” Straw waddles are made of compressed straw, placed along the edge of construction sites to filter stormwater and trap sediment. This is an environmental best management practice used to protect groundwater near construction sites. Initial “dewatering” to test the water table levels is also underway.
  • A boring pit has been excavated at the intersection of SR 3 and SR 300. From this launching point, pipes will be installed using trenchless methods, using a technique called jack and bore (moving northward along SR 3). The contractor will likely use the pit for approximately four to six weeks.
  • At the water reclamation facility (treatment plant) site east of SR 3, clearing the site of all brush and trees is nearing completion, stormwater controls are being installed, and Boss Construction is mobilizing for excavation of the site.

We’re under construction!

You may have seen, or will begin to see, construction equipment and contractors around Belfair as Ceccanti, Inc. begins active work on the conveyance line system (pipes and pump stations) and Boss Construction turns the dirt on the new wastewater treatment plant east of Belfair. In its entirety, construction of this project is expected to be approximately 18 months in duration.

First Dirt Turned on New Belfair Wastewater Project

More than 75 attendees gathered Monday, October 12 to celebrate the groundbreaking of the new Belfair Wastewater and Water Reclamation Facilities at the future site of Pump Station #2, behind the Belfair Assembly of God Church. Mason County Commissioners Ross Gallagher, Lynda Ring Erickson and Tim Sheldon convened the festivities, and were joined by project supporters U.S. Congressman Norm Dicks, State Representative Kathy Haigh, Puget Sound Partnership Executive Director David Dicks, Washington State Department of Ecology Water Quality Program’s Greg Zentner, and North Mason Chamber of Commerce Chairman of the Board Mike Boyle. These representatives spoke about the project, then together ceremonially turned the first dirt on a project that has been many years in the making.

Looking Ahead

The ceremonial groundbreaking kicks off approximately 18 months of construction. We are looking forward to working with the Belfair community to construct the new water reclamation system. As information becomes available related to contractor schedules, we’ll be keeping people informed. Property owners required to connect to the system can anticipate additional detail about the location of their side sewer stubs (at property lines) coming their way in the coming weeks.

Open House

Over 60 people attended the project open house on June 4, 2009. Thanks to everyone who attended! Attendees learned about updated funding and cost information, the latest design details, hookup logistics, financing and construction information. Miss the meeting? Recently, Mason County Commissioners obtained stimulus funding from the Washington State Department of Ecology for the Belfair Wastewater and Water Reclamation Facilities Project. This brings the total funding to date to $36.8 million.
